QoS packet scheduler limiting upload, can't find how/why

Hi,

There are several laptops in my office, and two of them have severely limited upload speeds unless QoS packet scheduler is disabled. There is nothing changed from the default not-configured state in the registry, nor in group policies as far as I can tell.

Is there a way to find out what is causing this?

The only piece of software the two computers have in common and others don't have is, as far as I can tell, the Cisco AnyConnect VPN client (it's disconnected on both, whatsmyip shows ISP's IP)

    I suggest removing the VPN client in case it's having an effect on the connectivity of the systems.
