Not sure if I get the question but will try so your password write back is not working from Cloud after the reset? Did you configured AAD Connect and enabled the settings as per this article?

SSPR will not need domain/vpn connection if device is AAD joined:

2022-09-07T09:16:32.74+00:00 device is Hybrid Azure AD joined, means Azure AD join+on prem AD join, it should support AAD join features right.
