What does 550 5.4.1 Recipient address rejected: Access denied. mean in a bounced back email?

When we send to a domain we sometimes get the email bounced back with this error:
550 5.4.1 Recipient address rejected: Access denied.

Does this mean that the mail server is blocking us or that this specific user does not exist at the email address?

    Likely it's just the one specific user. The 5.4.1 error code in Exchange Online says, "The recipient's address doesn't exist." The issue is likely on the recipient end and not on your end: Email non-delivery reports and SMTP errors in Exchange Online.

    You can run a message trace in EXO to attempt to get more information on the specific email if needed.
