My dropdowns would not stay dropped using different browsers – both Edge and Chrome (which indicates the problem is not browser specific). For me, I simply pulled out the wireless mouse’s USB receiver in the back of the computer, waited a few seconds and then plugged it back in. That FIXED the problem for me. No reboot or restart was needed.
Unable to use drop down list on all browsers
I have tried enable hover settings for mouse, however it didn't resolve the issue. Tried to change the browser and issue was on all browsers. That I am unable to view or select from the drop down. Sometimes it blinks and sometimes it doesn't appear.

1) Open cmd and right click and Run as Administrator
2) Type in DISM.exe /Online /Cleanup-image /Restorehealth > Press Enter

2022-09-06T17:27:50.44+00:00 If it impacts all browsers (Edge, Chrome, Firefox, etc) and it is on a single machine then my gut instinct is that it is security related. Perhaps you have disabled JS and the site requires it. Open the site in your browser and then press F12 to bring up the browser tools. Then refresh the page. Do you get a red error in the console window? If you could provide us a URL to a public site that replicates the problem then that would help.
Try the following site. It doesn't require JS and should work in your browser just fine.
I might also recommend that you check your mouse settings. Perhaps your mouse is a "right click" mouse to bring down a drop down menu.
