Did you reboot your machine like the setup says you need to?
The setup log seems to indicate that the issue is with VSTA setup. If you look in the log file it shows the command it is trying to execute. It is possible that the package cache is corrupt. You could try deleting that particular cache entry and rerunning the setup (after rebooting) and see if it recovers. Alternatively it has its own log file so take a look at that one.
