WinRM Error 1359. Cannot start the WinRM service

Question

I am attempting to automate some setup scripts in Azure using Terraform. Most of the automation is done through WinRM which works for a while and then stops working after the machines have joined the domain. I cannot find any GPO that would be causing this to be disabled. When I try to restart the WinRM service on the workstations I get the following error.
