can we upgrade our Windows Server 2019 to 2022 for free?

We bought a server from Dell (56 cores) in 2021 as well as a Windows Server 2019 (perpetual) license. Can we upgrade to Windows Server 2022 for free? We paid an extra ~$10k just for the Windows Server 2019 license.
