I understand that you would like to know more about the IP ranges you have mentioned.
I checked the IP addresses you have shared, and except for 104.154.142.144, everything belongs to Microsoft.
However, they are not part of Azure.
The easiest way to check whether an IP is in Azure range is to use this tool: https://www.azurespeed.com/Azure/IPLookup
This tool will not include Microsoft ranges.
There are many services that VMs or other PaaS resources may require to function effectively.
- These services may necessarily not part of Azure.
- One common example is KMS Activation IP 20.118.99.224
