Activating Windows using Windows Business License

I have assigned the Windows Business Premium License to the Sys Admin 2 account in the admin centre, as can be seen here:

I've performed a clean install of Windows Business, with the latest build installed:

However, Windows is not detecting this digital license, and continues to try to use a product key (which doesn't exist, since the license is digital):

The device is detected as compliant in Azure AD:

    Hi @5 SQN | System Admin 2 ,

    Did you install Windows 10 Pro and activated it before update to Business Premium?
    Based on Microsoft documentation it's required:
    "Windows 10 Pro, which is the prerequisite for deploying Windows 10 Business"

    Device must be also Azure AD Joined or Hybrid Joined.
