Activate eSIM via Proxy Windows 10

I'm trying to activate an eSIM on Windows 10 21H2.
Via Mobile Devices in control panel I'm able to scan the QR code given by the provider, but the notebook is unable to contact the eSIM activation server after that.
Did some tracing with Wireshark and I can see the it tries the activation by directly connecting to the Internet.
We have a proxy in place (and configured in control panel) so this will fail.
Why is the system ignoring our proxy settings? Any workaround?
