windows is not updating

so i am trying to install "2022-08 Cumulative Update for Windows 10 Version 21H2 for x84-based Systems(KB5016616)" but when i try to i get the error message (0x800f0831) and i have tried and retried downloading the update. it just wont work.
device specs:

    To fix the issue, follow these steps:

    Go to Microsoft Update Catalog.
    In the Search box, enter the package ID of the <Missing_Package>.
    Download the package and then install it.
    Reinstall the <Failed_Package>.
