Yes, you could set the meeting policy to control the entire organization or specific user to disable recording in MS Teams. The following ways are for your reference:

If you are Teams admin, you could login to Teams admin center. Under Meetings > Meeting policies, you could select the policy which you assigned. In Recording& transcription part, you could

turn on/off the cloud recording.

You control this via the meeting policy, as detailed here: https://learn.microsoft.com/en-us/microsoftteams/cloud-recording
There are examples in the article on how to configure this on the org level, as well as per-user. There's no per-meeting option, best you can do on a per-meeting basis is disable the automatic recording, but the owner (or attendee with sufficient permissions) will be able to toggle it manually. If you want to prevent that, the owner should limit the roles of any and all invited users, so he's the only one that can toggle recording on/off.
