User Based Group Fails to Apply to Windows 2022

Hi All,

I am running Windows 2022 RDS environment, I have created fresh of GPOs for computer based policy and user based policy. Somehow user based policy does not apply on first attempt. the user has to log off and login 3 times and then it applies. I have kept the loopback in "replace" mode same result and also change it "merge" mode and same result.

i did troubleshooting of GPOs and gpresult shows the user policy is applied but i dont see any changes for user based policy on RDS session.

I am not sure if I am missing any step here. Any advice ?

    1.What group policy did you configure?

    2.Does the problem occur on multiple the domain users that applies the same GPO?

    3.If you change another machine in the domain, does the same problem occur?

    4.Why did you need to set loopback policy?

    Did you set loopback policy and apply it to the remote PC?

    5.If you do not set loopback policy, does the same problem occur?

    Hi Daisy,

    Just to give an update, I removed all the GPOs from the OU and kept on RDS Computer based GPO and user based GPO for control panel and folder redirection. After trying that user based GPO for control panel does not take effect on Windows 2022 on first logon but folder redirection GPO works fine. I tried both async and sync based GPO settings and same result. So not sure why doesn't Windows 2022 shows the effect of user GPO on first logon for control panel based settings. its quite strange to me.

    1.What group policy did you configure?

    I have configured both computer based GPOs and user based GPOs. loopback policy is configured in merge mode. When a new user logins in for the first time to Windows 2022 RDS Server the user based GPOs does not take effect on first logon. the user logs off and then on second logon user based GPOs takes effect.

    I checked the event viewer logs i can see group policy events all have been successfully applied. i ran the gpresult and RSOP and it shows user policy applied with no errors.

    But somehow user based GPOs does not take effect on firs t logon in Windows 2022 Server.

    2.Does the problem occur on multiple the domain users that applies the same GPO?

    Currently i am testing with my account and with other colleagues and its the same effect.

    3.If you change another machine in the domain, does the same problem occur?

    This is the first Windows 2022 RDS farm.

    Don't you need loopback policy for computer based and user based GPOs ?

    Yes, thats correct similar to Point No. 1

    5.If you do not set loopback policy, does the same problem occur?

    Yes, I have already tried it and same problem and other problem also comes up such office 365 asking for credentials and not using SSO etc.

    Hey Daisy,

    Basically for user GPO we have only enabled to hide icons control panel, folder redirection and set the background desktop image on logon. the background image is being picked from netlogon location.
