Unable to see "Settings" option under list

Symptoms

For a user who is a site collection administrator and has full control under
"Policy for web application" we are
- Unable to see the "settings" option
under a list.
- Edit or delete a list column - we get an access denied.

 

Cause

The user does not have permissions under "User Permissions
for web application".

Resolution

Check the "Managed List" under "User Permissions for web
application" and then click OK.
