- Microsoft Locale Builder Tool Beta 2 - Microsoft Locale Builder Tool, build your own custom locales.
- Locale Hero - MSDN article with tips for creating and using locale data, including for custom locales. (No, I did not pick the title for the article, the nice editors at MSDN helped with that :))
- CLR Inside Out: Windows Vista Globalization Features - Another earlier MSDN article that has some information about custom locales, although it also covers other globalization topics of interest to managed code on Vista.
- Understanding Locale & Culture "Display" names - Talks about the difference between the various "English (United States)", "Deutsch", etc. locale names available for each locale.
- https://www.languagegeek.com/ says it is dedicated to the promotion of Native North American languages. Three are some resources there for keyboards and the like which might help with custom locale problems.
For some reason, I'm very interested in uses of custom locales, so if you build a locale or use them in an interesting way please let me know.
