What does it mean to be Agile?

There is a pretty lively debate going around agile circles.  It started with a simple question ... what does it mean when people say a project is or is not Agile?  My response is a simple one;

  • Agile isn't something you are or something you do.
  • Agile is a way of behaving.

It's not doing prescriptive things or being certified by anyone.  It's not following a rule or using a tool.  I believe agile is a philosophy, a way of behaving applied to the particular problem set we call software development.
