XPS 0.95 New Conformance Rule: DiscardControl

We have added the following new conformance rule describing the usage of DiscardControl parts. This rule only applies to producers that generate DiscardControl parts and producers that consume them.

There MUST NOT be more than one DiscardControl package relationship [M10.23].
