"This app can't be activated by the Built-In Administrator"

Hello, I recently upgraded to Server 2016 TP 3 from TP 2. After Installing, I cannot open pdf's or Microsoft Edge. I get the error: This app cannot be activated by the built in administrator. Do I have to create a new user? How would I do that? I like using "Administrator." Can I continue using it and get my pdf's open? Please respond. Thanks

To create a local user account

      • Open Computer Management.

      • In the console tree, click Users .

        Where?

        • Computer Management\System Tools\Local Users and Groups\Users
      • On the Action menu, click New User .

      • Type the appropriate information in the dialog box.

      • Select or clear the check boxes for:

        • User must change password at next logon 
        • User cannot change password 
        • Password never expires 
    • Account is disabled

The reason why you got this error message is that the Store Apps require UAC to be enabled. The build-in Administrator account doesn't have UAC, so you can't run the apps.
 
You can create another account to get yourself unblocked or another workaround you can try is to enable the policy setting below:
 
"User Account Control: Use Admin Approval Mode for the built-in Administrator account"
 
Just press "Windows + R", then type "Gpedit.msc" to open Local Group Policy Editor, then browser to the path below to find the specific policy: 
 
Computer Configuration>Windows Settings>Security Settings>Local Policies>Security Options

You can't run Metro apps with the Administrator account, you need a different account.

How do I setup another account? I don't see it on the Lock Screen. Will I still have all my Third Party applications?

Try making Internet Explorer a default browser instead of Edge and installing Adobe Acrobat to open .pdf files.
