Gentelmen, this settings provides me a headache in Enterprice enviroments. If we deploy Windows 10 with MDT or SCCM OSD, regionals are fine. But in the case, if a user wants to change the display language, his regional settings becomes a mess because of this setting acts as a default. Is there a way to control this centrally? GPO, even regfiles?
I give an example;
1. Computer is deployed on EN-US image with Finnish Language pack via MDT/OSD.
2. User enters, his regionals are Finnish and his Language interface is finnish.
3. User changes langauge interface to english (he needs add the en-us language first in Control Panel, and select "Make this the primary language".
4. User logoff and logon.
5. Language is English=yea! but all the region settings are in English too, like location and time format.
I had no issues in Windows 7 with this, this is a clearly Windows 10 issue. Am I the only one fighting with this?

Hi,
You could try the GPP to do it:
1. Launch Group Policy Management Console on domain.
2. Right click Default Domain Policy and select Edit to open Group Policy Management Editor.
3. In Group Policy Management Editor, navigate to Computer Configuration > Preferences > Windows Settings > Registry:
4. Right Click on Registry > New > Collection Item
5. Give your collection a name
6. Right Click on this Registry Item > New > Registry Wizard
7. Select Local Computer and click Next
8. Navigate to HKEY_CURRENT_USER > Control Panel > International
9. Select the below registry items under this registry key:
•Locale
•LocaleName
•sCountry
•sLanguage
•sLongDate
•iCountry
•iDate
•iMeasure
•iNeggCurr
You’ll see something similar to the following:

Thanks, need to try out. One note though, do not recommend to configure this in Default Domain Policy :)
Same behavior happends after Win10 In-Place Upgrade, existing user gets good regionals, but new user is placed into en-us regs.

I´m on vacation now, so I will get back to this only next week, sorry. I haven´t tested this yet. About In-Place Upgrade, I mean that there is similar confusing behavior where your regions are wiped if you sign in upgraded computer as new user. It will be EN-US, not Finland, because that Win10 system has no unattend.xml type suolution during upgrade process.

Hi Karen, didn´t have time to try this out, but from reading this Blog´s comments, I doubt the quality of this instructions. Also, I don´t quite understand, how the specific country language is set then, if no country codes are used.
I noticed, that in user GPP site there is direct Regional configs to use (not the registry node). Should I go with that first?
