Hi FredSteward,
Make sure we have enough free disk space on the system drive, at least 15 GB free.
Media Creation Tool would take use of the system drive disk space to extract downloaded files.
For the install issue, if this is not the upgrade, please try to create a new partition (recommended 50 GB free ) and install Windows 10 from there.
Regards

Same issue. Plenty of free disk space. I have also tried installing after a clean but (starting only Microsoft services).
I installed once fine, the decided to restore my computer and reinstall updates back to Windows 10. After restoring the computer, I have been able to update to 8.1 but then encounter the same 'Modern Setup Host Has Stopped Working' error. I have tried six times.

Hi Whiskey Nixon,
Apologize for the late reply.
What is your current situation?
This issue here mostly should be caused by the low disk space, please run disk cleanup first, then use the following command to do a repair:
Dism /online /cleanup-image /restorehealth
Then do the upgrade again.
Regards

Have been trying so many suggestions just like many others that won't allow Windows 7 to update.
In Sept 2015, upgrading two Windows 7 was absolutely easy. Since November 2015, it just won't seem to Updae Windows regardless of all the suggestions we find on-line.
These PC have plenty of disk space and no other errors. Many users report they can only upgrade if they go through the process of creating a CD Image from the ISO. The same computer that failed to upgrade worked with the ISO Image installing from a CD. This error appears to be in Microsoft's November 2015 release.
The instructions for downloading the ISO and creating a CD are not straightforward or clear. A site with a clear description of the download and step-by-step of 1 through 10 is really needed.
The link above will provide some insight to errors from running the online image restore health on Windows 7.
It would be nice to see feedback from anyone that this option made any difference since November 2015.
