Both an upgrade through windows update or an update started from the ISO fail with error code 0x8007042B – 0x2000D "the installation failed in the SAFE-OS phase with an error during MIGRATE_DATA operation"

chkdsk, dism, sfc no problems found.

It looks like an issue with Microsoft.Services.Store.Engagement but I don't know how to address this. Any help is greatly appreciated.

Hi,

 

According to the current situation, please run commands in PowerShell as admin for repairing:

Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

 

If the issue still persists, delete All files from Windows Update and then run Windows update:

1. Stop Windows update service through services.msc.
2. Delete all files in:
*     C:\Windows\SoftwareDistribution\Download
     C:\Windows\SoftwareDistribution\DataStore*

3. Start Windows update service.
4. Upgrade again.

If the issue still not solved, Try to download clean 1709 iso from Microsoft website, then mount iso and click setup.exe to upgrade. During upgrade, disable secure boot and fast boot, remove all external devices, disable security software/AV.

This error code:  0x80310030 is sometimes seen when there is a bootable CD/DVD

If one is found then remove it, reboot,  and try the upgrade again.

To evaluate the computer environment please post logs for troubleshooting.

Using administrative command prompt copy and paste this whole command.

Make sure the default language is English so that the logs can be scanned and read.

There are three files for you to find manually:  dxdiag:  

In the left lower corner search type:  dxdiag > When the DirectX Diagnostic Tool opens click on the next page button so that each tab is opened > click on save all information > save to desktop > post one drive or drop box share link into the thread

setuperr.log

These actions did not result in a successful upgrade. Even when, through msconfig, started with minimal config setup ends with the same error.

Operating System: Windows 10 Enterprise 64-bit (10.0, Build 17134) (17134.rs4_release.180410-1804)

There are steps below that will tune up the computer and make it more likely to upgrade.

If the upgrade fails after multiple attempts then the backup plan is a reset save files equivalent (save files, reinstall drivers and applications).  If the reset save files method fails then the next option is clean install (files saved to another drive > clean install > files restored, install new drivers and applications

1) List all of the antivirus AV that was installed or in use since the last successful Windows upgrade

Include always on and manual software

2) List all non-Microsoft drive encryption software that was installed or in use since the last successful Windows upgrade.

3) Increase the free space on the Windows drive to > 30 GB

4) Open administrative command prompt and type or copy and paste:

5) sfc /scannow

6) dism /online /cleanup-image /restorehealth

7) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

8) chkdsk /r /v

Run this command on all drives using the syntax:  chkdsk /r /v C: or chkdsk /r /v D: changing the drive letter to the applicable drive

The command may take many hours so plan to run overnight.

9) Use the text and images in this link to find the chkdsk reports in the event viewer > copy and paste > notepad > post share links into the thread using one drive, drop box, or google drive

10) Make a backup image using Macrium:

12) Make a brand new restore point

After all the checks and scans didn't result in an successful upgrade i've made a clean install of 1809 which was successful.

I've kept a system backup so I can always check if someone has an idea to further investigate.
