MSRA remote assist issue (The computer is not setup to send invitations)

We have Win 10 (1703) where if someone tries to perform remote support from host A to host B. They (host A) get the error as stated in the subject. However, if the technician adds himself to the local admin on host B, the request goes through successfully. I am not able to understand what could be the cause of this.

Anyone has experienced this issue and any possible workaround.

We have another Win 10 version (1607) where it works just fine without adding into local admin group.

I was able to figure out the policy was blocking the access. In the below policy only administrator was added, once i add users, it worked as expected. 

Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment
