From the services mmc, you can get to this from Administrative Tools>Services or types services.msc from Start and hit enter.  Find the Distributed Transaction Coordinator services and assure it is running.  If not you can change the start up policy, Automatic, Manual, or disabled, and click start.

Hope this helps
