Windows 10 1903 rsat install failed contact your administrator

So we recently upgraded the Windows to version 1903 and trying to install RSAT tools , it fails with the error message "Failed to install contact your admin "

I have tried below methods

What could be causing it ? I am running the professional version of Windows

Searching through the forums WSUS has been mentioned a lot , what does this have to do with WSUS ??

Are there any error codes recorded in the Event Viewer(Windows Logs\Applications, Setup, System)?

Is it a domain joined devices?

If it is a domain joined devices, did you configure WSUS in your environment?

As when we configure WSUS to change client update downloading path in domain environment, feature downloading will be affected or can't find specify feature package or encounter downloading fail.

Try to restart "Windows Update" service in Services panel.

Open Local Group Policy panel, Go to Computer Configuration\Administrative Templates\System\enable "Specify settings for optional component installation and component repair" and tick ""Download repair content and optional features directly from Windows Update instead of Windows Server Update Services (WSUS)"
