I changed the delivery options on the exchange server to automatically forward the user's email to an external email address. Whenever I do this, the user gets the "The Microsoft Exchange Administrator has made a change that requires you quit and restart Outlook" message and they are not able to receive any messages. Once the user restarts outlook, they are fine. This happens every time I configure forwarding for a user via the delivery options on Microsoft Exchange. Does anyone know why the users are getting "The Microsoft Exchange Administrator has made a change that requires you quit and restart Outlook" message whenever forwarding is configured for the user via the delivery options on Microsoft Exchange?

When you change the endpoint on the Exchange Server for the user(s) mailbox, the user will get the "The Microsoft Exchange Administrator has made a change that requires you quit and restart Outlook" message. Remember that the email resides on the Exchange Server and the Outlook client is only used to view the email stored on the exchange server. To put is another way, the endpoint (where the email delivery ends) is the Exchange Server.
Once you've configured forwarding via the Exchange Server, you have essentially changed the endpoint for that user(s) account. When that happens the user(s) Outlook client is temporarily disconnected from the Exchange server and the user(s) must restart for the connection to be reestablished. The message also serves as a way of notifying the user that a change has been to their email profile.
The easiest way to prevent your user(s) from getting the "The Microsoft Exchange Administrator has made a change that requires you quit and restart Outlook" message is to have them set up email forwarding on their Outlook client. If the user(s) create a forwarding policy on their Outlook client, the exchange server will continue to be the "official" endpoint for the user(s) email. Why? Because the Exchanges server is still only delivering messages to the users hosted profile and takes no action after the email has been delivered. If the user(s) configure a forwarding policy via Outlook, any forwarding done after the email has been delivered is an action initiated by the user(s). It would be the same as a user forwarding or replying to a received email.
Just remember if forwarding is done on the exchanges server you WILL get the "The Microsoft Exchange Administrator has made a change that requires you quit and restart Outlook" message.
If forwarding is configured on the user(s) Outlook client, you WILL NOT get the "The Microsoft Exchange Administrator has made a change that requires you quit and restart Outlook" message.
