You can try the following methods:

1. If you have any third party antivirus software installed, disable the progam temporarily.

2. Try to perform an update by using the Download tool now.

Hi,

Outdated device drivers or conflicts from other applications installed on the computer might also lead to such issues. I found a thread seems facing similar issue with yours, summary the steps mentioned in it for your reference as below:

Step 1: Disable all the external devices apart from mouse and keyboard.

Step 2: Install all the Windows update, including optional updates.

Step 3: Check for System requirement for Windows 10.

Step 4: Try installing Windows 10 through ISO file which you have downloaded.

Step 5: Uninstalled antivirus.

Step 6: Disabled Windows Defender

Step 7: Uninstalled/Disabled .Net version 3.5

Step 8: Try to perform the clean-up following https://support.microsoft.com/

Step 9: In the BIOS, Disabled all NVIDIA stuff such as Network card and NVIDIA SLI, audio etc. If PnP is disabled, try to enable it.

You can also check following link for more details: https://answers.microsoft.com/en-us/windows/forum/windows_10-windows_install/windows-7-to-windows-10-upgrade-error-0xc1900101/4a6dc7d5-95bc-4cc6-9de6-f1977b6937e2

Hello Zoe,

I believe I am having the same issue.  The same error is found in my setuperr.log.

Going through your checklist:

Step 1 -> DONE

Step 2 ->  DONE but I did not install KB4480970 , it breaks my Windows shares / SMB on my home network

Step 3 -> DONE

Step 4 ->  I am using the downloaded media creator tool, but downloading the image on the fly.  Do I really have to create a DVD image?  This system does not currently have any DVD drive hooked up so it is not my preferred option if avoidable.

Step 5 ->  DONE  (This was the last change made to remove my Antivirus)

Step 6 ->  Are you serious??  Why?  This is not third party, this is MS and the defence I have until this upgrade is completed.  Please explain your reason before I take down my last line of security on this system?

Step 7 -> NOT INSTALLED, but version  4.7.2 is installed.

Step 8 ->  I assume you are referring to the Windows Update repair tool?  If so, this was run and it fixed issues.  I tried the upgrade again and it failed in exactly the same way.

Step 9 ->  There is no NVIDIA hardware in this system.   I checked for keyword 'NVIDIA' in the device manager and no hardware is from NVIDIA.

I am home for a couple of weeks and can work on this issue regularly.  Can also offer remote login if that would assist in diagnosis.

Looking forward to your response,

Michael

Hi Michael,

Have you got any error message on your screen while facing the issue? Could you please take a snapshot and post here for reference?

I found some guys facing upgrade issue from Windows 7 to Windows 10, which having dual booted device with Linux, they tried to remove the Linux partition to fix this issue. Are you have the dual booted Linux partition?

I also found some reporting problems with bootloader that may cause the upgrade failure, not sure if similar with yours. You can try to use the Windows 7 Repair (F8 on Booting up the computer) to find anypotential errors.

The guy’s solution for your reference:

“UPDATE!! I found the problem. I booted with the Windows 7 DVD and selected to "Repair". I was going to run the BOOTREC.EXE command-line prompt program to repair the boot record, but didn't even need to. The software indicated there was something wrong with my boot record and asked to repair it - I responded in the affirmative. Once I did that, I was able to install Windows 10 (installing as I type this). One other thing I did, was run MSCONFIG.EXE and choose a "selective boot" and disabled all non-microsoft services and all apps. I rebooted and ran the install.”

Besides, forum does not support remote troubleshooting. Thanks for your understand.

If there is anything else we can do for you, please feel free to post in the forum. Thank you for choosing Microsoft.

Hi Zoe,

I don't have a snapshot of the error, but I copied it down to research it.  It was

0xC1900101 - 0x4000D SECOND_BOOT MIGRATE_DATA

This PC is not dual boot.

I am not aware of any boot errors in my Windows 7 Pro installation, but I think I can find an external USB DVD drive and a boot DVD and explore the Windows 7 repair angle.

If the above error provides any further leads I can follow up on, please let me know.  I'll post back after checking exploring the Windows 7 repair angle.

Regards and thanks,

Michael

Hi Michael,

There is a workaround using to fix a specified upgrade issue(with rolls back event) that within the C:\Windows.~BT\Sources\Rollback\setupact.log you will see a BugCheck 0x000000EF interrupted the upgrade. We can check in our environment and confirm if also facing this same issue. If so, workaround as below for your reference, we can try this and check if it can fix the issue::

Delete the registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Ole and reboot. Upon reboot, the key should be regenerated. Run In-Place upgrade again.

Note: Don’t forget to backup before proceed any change.

If there is anything else we can do for you, please feel free to post in the forum. Thank you for choosing Microsoft.

Zoe,

Removing the OLE registry key in my case allows the PC to properly upgrade, however I have a few questions...

  • Does the key need to be removed immediately before the upgrade process or would clearing it anytime before be sufficient enough?
  • What exactly is removing the key doing/what is the purpose of the OLE key?
  • Is it possible to stop and start a particular service to suffice the need to reboot?
  • Can you provide any further documentation or information on where this fix was found?

This fixed a couple of 7 to 10 in place upgrades for me as well. I thought I'd follow up with some error codes for the google search fodder, since I came across this post by luck.

My upgrade failed with a bluescreen that said critical process died. The setupmem.dmp file reported the crash in ntdll.dll with 0xEF_svchost.exe_BUGCHECK_CRITICAL_PROCESS_7050f080_STACKPTR_ERROR_ntdll!NtTerminateProcess

setupdiag.exe and a manual upgrade attempt from the .iso reported the following:

0xC1900101 - 0X400D
The installation failed in the SECOND_BOOT phase with an error during MIGRATE_DATA operation.

Details on the OLE registry are here: /en-us/windows/desktop/com/hkey-local-machine-software-microsoft-ole

The first upgrade, I deleted the whole OLE key. The second upgrade, I deleted only the settings inside the root OLE key (no reboot necessary, the upgrade still worked).

Well, that didn't turn out so well. Apparently "should" was the correct word to use. :)

Deleting the OLE key rendered the PC unusable. After the reboot I get the blue background with the dove on it and a movable mouse cursor, nothing else. The screen flickers every few seconds and occasionally the hard drive spins up for several seconds but I never get a desktop. Ctrl+Alt+Del will not bring up the secure desktop either.

So I'm doing an image restore right now.

That bugcheck and memory dump is identical to the one we're receiving in our environment.  The failure rate on Win7 to Win10 1903 upgrades are at about 70% due to this.   I've spent 3 weeks and paid $500 for a single incident, only to just now find this post.  I hit update on your post so many times I almost crashed my browser...lol.

I really want to narrow down exactly what it is in this OLE key causing this issue.  Is there anything in the memory dump or the log files that might clue me in?  I suspected our McAfee disk encryption software originally, but this OLE key and its description make me doubt that.

Thanks again!

Thank you for this.  If I had only seen your post before calling tech support and paying $500 for this.

I can confirm this works for 1909 upgrades as well
