Hi Jatin ,
First of all i am very happy to help you.I hope you could have checked the below parameters anyhow please check the below parameters.
1.Get-TransportConfig | fl *limit*
Parameter name : MaxRecipientEnvelopeLimit
2.On the receive connectors please check these values also.
MaxRecipientsPerMessage
MessageRateLimit
3.Same individual mailbox is also having the maximum recipients limit .
parameter name "RecipientLimits"
If you have set the specific value in individual mailbox and that value overrides the value defined on the transport config
4.In one of the article , i have read that if we do a telnet against our mail server withe the EHLO command we can able to find out the maximum recipients limit on the verbs after the EHLO.
Note : In your case you are using pop protocol ,pop clients mails will be received by two receive connectors one is client receive connector in cas (port no:587)and another one receive connector listens on port no 465 and it will be on the mailbox server which will be use to receive the proxied connections from the client receive connector.
You can also check the below parameters on those two connectors.
MaxRecipientsPerMessage
MessageRateLimit
Please feel free to reply me if you have any queries.

Hi ,
I have found that article and that is not about recipients limit and that is about the maximum message size that the server will accept it from client.
