Solution

SQL Connection - Restart SQL Service

Check the SQL DB connection to which the FIM Sync service is connecting to.

In this case the SQL services were stopped on the remote SQL server.

FIM Sync service - Set Delayed Start

During startup, The FIM/MIM Sync service might try to connect to the SQL service which is starting.

Setting the FIM/MIM Sync service in "Delayed Start", will fix this problem.
