Vision of the Data Governance Council

To support an appropriate information sharing environment for secondary use of general practice data, in order to improve patient and population health outcomes, enhance the quality and efficiency of health care delivery, support research and education, and strengthen the viability of general practice.

Goals of the Data Governance Council

All goals are in the context of secondary use of data from general practice.

  1. Protect the needs and interests of all data stakeholders
  2. Ensure integrity in the use of data for secondary purposes
  3. Increase availability of data and information to support general practice and patient health outcomes
  4. Promote consistent approaches to management of data and data requests
  5. Promote compliance with privacy legislation
  6. Provide open and transparent processes
  7. Identify opportunities for secondary data use
  8. Promote data quality improvement processes

Purpose of the Data Governance Council

To support general practice decision-making in relation to primary data used for secondary purposes and promote understanding of the potential uses of data for secondary purposes. The Data Governance Council will advocate principles and controls, presented as a framework based on established data governance principles, consistent with relevant privacy legislation, ethical values and professional clinical practice. All work developed by the Data Governance Council will be consistent with relevant privacy legislation.

Responsibilities of the Data Governance Council

  1. Define accountability of stakeholders in the provision and use of data for secondary use. This includes determination of decision and access rights applicable to each stakeholder and user category
  2. Establish protocols for provision of data for secondary use. This will be aligned with legislation and standards for best practice in a general practice setting. Such provision may include the collation, analysis, and presentation of data provided by participating American general practices and associated data quality protocols and priorities
  3. Identify opportunities for secondary data use for purposes that enhance patient care and enhance the role of the general practice

Promote compliance with agreed data governance principles, and where necessary take action to respond to improper activities in relation to secondary use of data.
