An issue was reported where the server admins were observing "New" button disabled while trying to create a new service application.
They were using the farm admin account with all privileges along with local admin access.
This looked perplexed to me, but I found a fix that worked out.
Here are the steps to follow
- > Go to Internet Options --> Security--> Intranet Sites
- > Make sure that the protected mode is turned off
- > Then add the Central admin url into the sites under Intranet Sites.
- > Open a new browser (Run as admin), and you are ok to go.
