Sets the NUMERIC_SEARCH feature as enabled/disabled according to the enabled parameter.

Enables the feature if true, otherwise disables it. If disabled, disallows use of AppSearchSchema.LongPropertyConfig.INDEXING_TYPE_RANGE and all other numeric querying features.
