Remarks
When IMS instant lettering is available for a carrier (see #KEY_CARRIER_INSTANT_LETTERING_AVAILABLE_BOOL
), the length limit for messages. Used in the InCall UI to ensure the user cannot enter more characters than allowed by the carrier. See also #KEY_CARRIER_INSTANT_LETTERING_ENCODING_STRING
