Gets an object representing a ProjectResource along with the instance operations that can be performed on it but with no data. You can use CreateResourceIdentifier(String, String, String, String) to create a ProjectResource ResourceIdentifier from its components. MockingTo mock this method, please mock GetProjectResource(ResourceIdentifier) instead.
