Gets an object representing a TopicTypeResource along with the instance operations that can be performed on it but with no data. You can use CreateResourceIdentifier(String) to create a TopicTypeResource ResourceIdentifier from its components. MockingTo mock this method, please mock GetTopicTypeResource(ResourceIdentifier) instead.
