Gets an object representing an OracleDnsPrivateZoneResource along with the instance operations that can be performed on it but with no data. You can use CreateResourceIdentifier(String, AzureLocation, String) to create an OracleDnsPrivateZoneResourceResourceIdentifier from its components.
