Called when the user starts to drag a form control.

An integer value that indicates the y-coordinate of the mouse pointer.

Returns
0 (zero) if the event has been handled.
Remarks
This event will not be raised unless the DragDrop property is enabled for the control. To drag a control, a user presses the mouse button in the control area and then moves the mouse pointer.
