Returns an enumeration that has no elements.

Returns an enumeration that has no elements. More precisely,
<ul> <li>Enumeration#hasMoreElements hasMoreElements
always returns false
.</li> <li> Enumeration#nextElement nextElement
always throws NoSuchElementException
.</li> </ul>
Implementations of this method are permitted, but not required, to return the same object from multiple invocations.
