Gets or sets a value that determines whether client-side validation is disabled for all
forms rendered with static server-side rendering. When false (the default),
forms using DataAnnotationsValidator emit
client-side validation rules so user errors can be reported without a round trip to the
server. When true, no client-side validation rules are emitted and only
server-side validation runs.
