Gets or sets the list of user identities associated with the resource. The user identity dictionary key references will be ARM resource ids in the form: '/subscriptions/{subscriptionId}/resourceGroups/{resourceGroupName}/ providers/Microsoft.ManagedIdentity/userAssignedIdentities/{identityName}'.
