Remarks
This is deliberately typed as String rather than TarEntryFormat. When .NET Framework MSBuild dispatches this task to the .NET task host it must still reflect over the task's parameters in the parent process, resolving parameter types through a MetadataLoadContext whose resolver only spans the task assembly's own directory, the MSBuild directory and the .NET Framework runtime directory. System.Formats.Tar ships in the shared framework and is in none of those, so exposing a type from it here would make the parameter unresolvable and fail the load in the parent.
