Parameters

fileName: String

Full path of the file to test

Returns

Boolean

true if the file is excluded.

Remarks

The file is excluded if it is within any of the specified excluded input paths or any subdirectory of the paths. It also assumes the file name is already converted to Uppercase Invariant.
