Gets or sets an array of IDs for the system users (users) who are listed in the To box (recipients) of the email notification.

The array of IDs for the system users (users) who are listed in the To box (recipients) of the email notification.
Remarks
Each element in the ToRecipients array corresponds to the SystemUser.SystemUserId column, which is the primary key for the SystemUser table.
Each ID must be for a user who has a valid email address. This property is required if the SendEmailNotification property is set to true; otherwise, it is optional. If the SendEmailNotification property is set to true, an email notification is sent to all users who have the IDs that are specified in this property.
