Registers a handler for message/submitAction invokes where actionName == "feedback".
The handler receives the inner actionValue typed as MessageSubmitFeedbackValue.
Register this before any general OnMessageSubmitAction(TeamsBotApplication, MessageSubmitActionHandler) so the feedback-specific route
wins on first-match dispatch.
