Determines whether or not to allow an incoming call.

Returns
If the method succeeds, it returns S_OK. If it fails, it returns an error code.
Remarks
If this method returns pfAllow
as false
, then SERVERCALL_RETRYLATER will be returned from IMessageFilter::HandleIncomingCall
.
