Constructs query parameters for retrieving the contents of a cluster manifest.

By default, the current running cluster manifest will be retrieved. To query for another cluster manifest version that was previously provisioned using ProvisionFabricAsync(String, String), specify the desired query version using ClusterManifestVersion.
