Provides COM objects with version-independent access to the IsExplicitLayout property.

This property is for access to managed classes from unmanaged code, and should not be called from managed code.
The Type.IsExplicitLayout property gets a value indicating whether the class layout attribute ExplicitLayout is selected for the Type.
