Creates a new policy level for use at the application domain policy level.

Caution
Code Access Security (CAS) has been deprecated across all versions of .NET Framework and .NET. Recent versions of .NET do not honor CAS annotations and produce errors if CAS-related APIs are used. Developers should seek alternative means of accomplishing security tasks.
This method creates a new PolicyLevel with the Label "AppDomain". The new PolicyLevel will initially contain the same NamedPermissionSet objects as in the default computer policy, and will have a single root code group that grants FullTrust
to all code.
