Creates a new instance of the RoutingBehavior class with the specified routing configuration.

Remarks
The RoutingBehavior registers all of the run-time components used by the routing service, including the channel initializer, SoapProcessingBehavior, and the RoutingExtension, which uses the specified RoutingConfiguration.
