Verifies that the RuleAction is configured correctly and has no errors.

Returns
true to show that the RuleAction validated correctly and has no errors; otherwise, false.
Remarks
If the RuleAction contains errors (the Validate method returns false), then RuleValidation.Errors will contain the list of errors encountered.
