Allow configuration of the publish batch size in the Excel add-in

When users publish changes to data records using the Excel add-in, the updates are split into batches. This feature provides flexibility in the number of rows that are included in each publish batch. System administrators can specify a system-wide limit on the publish batch size for “Open in Excel” workbooks. Excel workbook template authors can also set a default maximum publish batch size for newly created templates. Individual users have the ability to set a maximum publish batch size for each workbook.
These dates represent the current targets for this feature as it progresses toward becoming mandatory for all customers. The dates are subject to change.
